Not saying it isn't valid to use the anime, but GT follows the manga power scaling right?

It's kind've a mix. They follow the manga's power chain for the Boo Arc, or at least retcon Pure Boo >> Gohan Boo, though they keep characters exclusive to the anime (eg. Paikuhan) as well as some movie characters like Coola.
