Ok. After reading the whole summary of the movie I am sure that this movie follows the anime's power scaling:

SSJB Gogeta/Vegetto >> Beerus = Broly = Beyond Ultimate Gohan = ToP UI Goku > Cell Max = Jiren > Orange Piccolo > SSJB Goku/Vegeta = Gammas > Ultimate Gohan > Ultimate Piccolo


Gohan says that Goku and Vegeta may not have been able to beat Cell Max. I don't know why he says "may" since Piccolo says that even the Gammas may be as strong as Goku and Vegeta. Looking at the context, I don't think anyone is accounting for UI as Goku can't use that at will in the anime but it is pretty obvious is at least solidly above Blue tier at least to the same extent as Jiren who is retconned to not had been worlds above the Blue Saiyans...he still has to be multiple times stronger though as even KKx20 got stomped no matter how much Toei wants to talk about Jiren having a "clear" mind.

Apparently he is the son of the other child Gero and Vomi had, not Gevo/16's template.
