Piccolo's power was at best in the hundreds of thousands. These guys have long since surpassed the millions if not billions in base. Not the same. Plus, Piccolo was the only person restored to life through Porunga at the time while Porunga revived billions of other people here.
That's why the Dragon Balls were upgraded, before of that, it didn't have those limitations, by now, it's even less possible. Also namekians were aware of what was happening with Buu's situation and so on... Either way, the quote you've given is specifically referring to Vegeta.
And Gohan suffocated when he died and got caught in a planetary explosion while unconscious lol. Restoring Gohan to life would be even more taxing for Porunga considering Vegeta at least had a functioning body while Gohan would've only just made it to the check-in station of Enma.
Gohan was given a new body after that incident happened, why would he have less than his actual ki? I mean, Gohan could tell that he has less than 50% against SPC, but can't tell that he had far less ki than even that in this case...?

Porunga can make resurrect Vegeta while having his current condition, but he can't ressurrecting him in his full condition where he can access to any form of SSJ... makes consistent how everything is portrayed.
Also, Gohan couldn't sense Kid Boo's Ki. He and Goten and Trunks had to explicitly ask Piccolo what was going on when the Genki Dama hit Boo and killed him.

Gohan was the one who asked Piccolo if he was sensing the tremendous clash of ki between Buu and his father, how is he not sensing their ki? This is also the same Gohan that mocked Base Super Buu.

It was stated it was only upgraded to revive multiple people, but even then, Dende's Shenlong was stated to use up a lot more wishing power to revive many people so Porunga logically would too even if the number of his wishes don't decrease.

God... Dragon Balls have never resurrected characters that weak... Goku also felt free while being revived and pass the Snake Way even faster than before... The limitations that people can come up with to nerf Kid Buu...

He didn't noticed any decrease.

Tbf Goku thought it was a good idea to bring Gohan and Gotenks to fight Kid Boo right after reviving them.
Goten and Trunks could probably fuse to a fresh Gotenks off the bat considering all their fatigue from fighting Boo earlier in SSJ3 form was gone when they re-fused. Dende and Kibitoshin can then restore Gohan to full health, and he'd just be there fore insurance since SSJ3 Gotenks is drastically above Kid Boo.

Gohan was revived in a new body after getting destructed with the Earth while being unconscious. Porunga revived Vegeta in his poor condition after fighting with Buu, why wouldn't he turn into SSJ?

Why was the Genkidama 'already huge' if Gohan and the others were sending ki in a pretty poor condition and with too limited ki?

Chapter: 514 (DBZ 320) P13.3-4
Context: after Gohan and co. contribute their genki to the Genki Dama
Goku: "Oh, it's here, it's already huge...! This is Gohan and others' ki!"
Vegeta: "...Bu-but it's not complete yet...Wh-why...?!"

If Porunga didn't revive anyone as someone "weaker than usual", like what tell me that it would be in this specific case something true?

It was a good idea bringing them both at once, never says that either one of them could one-shot him, only Vegetto is said to be able to give him that treatment in Goku's word. But, if your premise is that they would revive with their same ki as usual is correct.

That was after more than hour after defusing tho. They could have recovered their drained strength.

SSJ3 Goku is fodder to Super Boo who is much weaker than Gohan. Either one of them is already overkill.

They didn't even eat and were fresh out of power from SSJ3 and fusion though. I doubt just an hour of rest would restore Galu after SSJ3 similarly drained all his Ki.

That's Goku's word which hasn't been proven.
It doesn't have to be proven, we know that Vegetto never showed his full effort against Gohan Buu and could've obliterated him in an instant, had he wanted. Eldet Kaioshin acknowledges that Vegetto would easily defeat Kid Buu.

Vegetto > Kid Buu is heavily implied in the narrative, so there's no other way around it.

Everyone underestimated Kid Buu, so Kid Buu can be stronger than Vegetto.

Of course, Goku in general got stronger nobody can deny that. Gohan's genki given to its very limits is all the required proof to disprove their notion.

The narrative doesn't print what you're claiming, Goku & Vegeta were the ones that understimated him and were carefree, the Kaioshins were cautious about Kid Buu. Also he knows that by Shin, who in this situation, was more reliable than him as he knows Kid Buu far better than anyone on there (regardless or that he knows everything about him is a different thing).
