Leaves far less room to work with the characters weaker than him without placing many of the bottom tiers in the decimals, plus it's fairly unnecessary when it's not following scouter numbers anyway.

He's meant to defend the king of the world in a world inhabited by superhumans and was offered some slight praise as a potential lackey by Piccolo Daimao. It was stated several times that the RRA were strong enough the police couldn't deal with them, though the royal army not being mentioned would suggest they're still within the realm of dealing with the RRA.

Why Piccolo (At the beginning of the fight against Goku) >>> Piccolo (Vs Shen)? Which suggests that Piccolo used much greater power at the start of the Final than when he fought Shen?

At what time Goku and Piccolo use a power close to the maximum? I thought Goku and Piccolo made a single turn on in their fight.

I'd assume Piccolo would be taking the fight with Goku more seriously than his one against Kami even at the beginning, considering him removing his mantle and how he already expected Goku to give him far more of a fight than Kami would. However, I concede there isn't really much substantial supporting him using more effort at the start of the match, so perhaps erasing that would suffice. Goku should definitely be using far more effort at the start though, considering Tenshinhan was in awe at Piccolo and Shen being on a completely different level when he'd already fought Goku.

Wow. I guess that leaves us the question of why Appule was pretending to be Freeza's goon this whole time. I guess our mortal minds can never be able to comprehend our majesty's holy plans.

It was his charity to Freeza. His omniscience saw that Freeza had only a year left and that knew Vegeta's potential, so he stuck around with Freeza out of pity and let Vegeta "kill" him to provide the ego boost necessary for Vegeta to become the man he was meant to be.

Review the Manga and your Piccolo placement (At the beginning of the Final) >>> Piccolo (Against Shen) makes a lot of sense.

After Goku revealed Piccolo and Shen's identity to his friends, Piccolo told Goku and his friends that he knew that Goku was more dangerous than Kamisama, but that even so, Piccolo would smash Goku.

Later Goku and Piccolo fight at the same level at the start of the Final. Then these 2 reveal that they are not fighting seriously, which makes Goku's friends impressed.

In short: Goku = Piccolo (Beginning of the Final) >>> Goku (Piccolo's Expectations)> / >> Kamisama.
And what does he mean by the power of Goku and Piccolo (close to full power)?

Based on how Goku says he gotta keep his guard up on Silver but treats Murasaki like a game, is it possible that Silver > Murasaki?

Goku was caught off guard by Silver's speed when not expecting him to be much of worth, whereas he was entirely prepared for what Muscle Tower had to offer after facing Metallic, not to mention Murasaki took hits far better than Silver did.

So, I was doing some research and found something interesting, perhaps something that might change scaling. General Blue can also be scaled up to Building Level based on him surviving that plane crash. This means he can comfortably fit on the same tier as Oozaru Goku, meaning Goku himself is already on the same tier as his BoS Oozaru self.
