Yeah, I agree with that. Blue's feats have been calced as Large Building level, in fact, and BoDB Oozaru Goku being just Building level seems accurate if including the anime feats of Pilaf's plane manage to damage him. The only questionable part as to Oozaru Goku would be whether or not Gohan was far weaker than his actual appearance in the series, considering Roshi notes Gyumao as having not kept up his training through not being able to extinguish Mount Frypan's flames, something he himself needed his Manly GAINZ for and suggesting the level we saw Gohan fight Goku at may have been what he was capable of at the time of death.

Considering his great potential to the extent he could reach a battle power of 970 without putting in much effort compared to his peers and probably becoming stronger from travelling up and down Karin tower constantly (considering he still uses his car and doesn't seem to just sit there eating senzu 24/7), not to mention Kuririn saying that he seemed strong, I wouldn't doubt him having reached Chaozu's level or so.

Don't Goku and Piccolo only "power up" once in their fight? I thought they only had two levels, fatigued levels aside: Warming up and full power. Where does this "close to full power" comes from?

They didn't seem to be taking things seriously at the start of their match, with Galu letting himself be hit by a very telegraphed Ki blast and Piccolo not putting too much effort into it, even calling out Goku for pretending to be hurt by it.

Beyond gaps in general being only as important as the plot demands, not really beyond showing the great difference between characters.
