Yajirobe. I believe Goku got a Zenkai after his beatdown at the hands of Tambourine. Goku also stated that Yajirobe was the most resilient person he's ever fought and resilience and strength usually aren't that far apart.

Since the idea of Zenkais wasn't even invented yet until much much later, the author wouldn't expect us to interpret that Goku randomly got a power boost with no explanation. I think the fact that Yajirobe says that Goku was the strongest guy he ever met and that Yajirobe was only the toughest guy he ever met would probably mean that he didn't surpass Tien. He could outlast him though thanks to his toughness.

when goku got stronger from the 21st Tenkaichi-Budokai to the fight with General-Blue, it was stated by krillin himself & goku didn't do any training between that time (also probably wot krillin was referring to)

if u read it without bias of-course

it was said like "even master-mutaito couldn't defeat him, so it's hopeless", doesn't make sense to me if goku was stronger

I would give this to Tenshinhan. Yajirobe was just extremely resilient. He wouldn't make two statements about Goku being so powerful (I believe he said that he should try to avoid fighting him) if they were close in power.

I think Kyouks thought on this is 8. Goku against Yajirobe is match-use power, and against Tambourine & Piccolo, he is battle-use power.
