I don't think there was a zenkai...None of this is implied. If there were a zenkai I think AT would let that more obvious. The quote from Roshi only implies that Mutaito is stronger than himself IMO.Speaking of Roshi implies that Piccolo Daimao > > > Mutaito, since the latter was completely unable to oppose. Then Goku could be only slightly stronger than Mutaito that the quote of Roshi would still make complete sense. It's like saying: ' Tenshinhan was not a match for Piccolo'. That means Tenshinhan is stronger than Goku? No, It means only that Goku is not so much stronger than Tenshinhan about to humiliate him.

Let me teach you a few things about Saiyan increases in power...
1. Increases after fighting to their limits: Every person has a slight increase when he fights to his limits, but,
in Saiyans' case, the increase is more visible, because of their potential. For instance, after fights like 21st TB
final or 22nd TB final, Tien and Roshi could've gotten something like 2%-5% an increase, whereas Goku got
10% an increase.
2. Zenkais: These are only received if a Saiyan survives a fatal battle wound and are greater increases than
what i described above (at least 20%-25% a boost).

Goku got an increase of the first category after fighting Tien, but he did not get a zenkai, neither from
Tambourine nor from Old Piccolo. In both cases, he had no external wounds and he could even perfectly
stand on his two feet. He had just the wind knocked out of him, he was not near death.

About Yadjirobe, i'm confused. His level depends on whether you think Goku went all out against him.
Aside from the gag nature of the scene, everything else implies Goku did go all out. He thought the fatso
to be one of Piccolo's men. Later, when Goku is fighting Tambourine, Yadjirobe says ''remember me to
never make this guy mad''. One can say this implies Goku used greater power against Tambourine than
he had against Yadjirobe. But, Yadjirobe might have said that because he was impressed by Goku's
multiple shadow technique.
