In VIZ version Karin said something like this to Goku:

"Piccolo is a fearsome personagem... even Kame Sen'nin was killed". This mean that Kame Sen'nin is stronger than Goku?

Also Goku was able to knock-down Piccolo, presumably the same Piccolo that terrorized the world in the past, since really there is no indication of him powering-down other than being old, and there's also some support for that.

OK maybe not exactly, I wouldn't say the same Piccolo (in-terms of power) but you get what I mean.

Yaji was probably weaker than Tenshithan. Goku was superior to Ten, but not by enough that Ten would be knocked away as fast as Yaji did. I also reckon he doesn't have the dexterity to fight Tenshithands' 4 arms and the like.

Piccolo is also entering a time period with a new generation of fighters, and it could easily mean that he didn't expect anyone at the moment to knock him down, similar to Roshi's saying he didn't think anyone possessed such power to take his blows. Again, it's just picking and choosing honestly. What other evidence is there that Goku got much stronger?

Roshi's quote shows that Mutaito > himself for sure, but doesn't show that Mutaito > Goku ( 22nd Budokai ).

Roshi : "Mutaito was utterly unable to opose" this implie that Mutaito was no match for Piccolo, that is, Piccolo >>> Mutaito in accordance to Roshi. Therefore Goku ( 22nd Budokai ) could be only slightly stronger than Mutaito that the quote from Roshi would still make sense.

Is like say: "Tenshinhan ( 22nd Budokai ) was no match for this foe" - this would mean that thhis foe is stronger than Goku ( 22nd Budokai ) too, because while Tenshinhan was weaker, he was at least a match for Goku.
