Tenshinhan ( Suppressed Vs Roshi ) was equal to Roshi ( Suppressed vs Tenshinhan );
Roshi ( Full Power ) is stronger than Roshi ( Vs Teshinhan );
Roshi ( Young ) is stronger than Roshi ( Full Power 22nd Budokai )
Mutaito is stronger than Roshi ( Young ).

So how in the world Tenshinhan ( Suppressed vs Roshi ) would be stronger than Mutaito?
