From the Japanese text, the context of that seems to be based around him letting his guard down unnecessarily. Also, based on the scene where Toppo powered up against Vegeta despite analysing beforehand that PSSB Vegeta was at best equal to Galu, it's not as though Toppo was going all out against Goku either.

I put Goku fourth due to the fact he currently can't use Ultra Instinct, whereas Vegeta can use SSBE. He's number 2 otherwise.

Moro is 10th due to the little info we have beyond being weaker than CSSB level before he recovered his youth. It's likely going to change in the following chapters.

That was before his last power ups, now that he has regained his youth he is much powerful and its stated that Goku has no chance of defeating him after Moro absorbed Planet Zoon's energy.
