I agree that Thriller Bark is really mediocre, but you have to keep in mind One Piece as a whole is known to be a great series for its story, not the self-contained Arcs. Most Arcs in One Piece regarding the Arcs before Alabasta as well as the post time skip Arcs (I'll obstain from giving my thoughts about Dressrosa) are even worse.

Water 7 directly leads up to Enies Lobby, I don't see why they aren't the same Arc.

I've never really seen that many problems with Thriller Bark tbh. It kept the originality in tone and setting OP is known for, introduced many great characters, had a very well-panned out battle of teamwork and contained Zoro's most epic scene. It's pacing was a little bit slow, though not as much as Skypiea.
