Tenshinhan was the one who noted Mutenroshi is the first to surpass his master, implying Kuririn and Yamcha are still weaker than him, but I don't how it implies the level Tenshinhan used to finish Yamcha was also weaker than Tsuru.

Because I don't see any reason to think Tenshinhan didn't start off at the level he went at against Yamcha. There was no note from anyone (Goku or Kuririn) that Tenshinhan was holding-back, either.

Do you mean against Mutenroshi? And was Mutenroshi (vs Tenshinhan) stronger than Tenshinhan (finishing Yamcha)?

same principal that happened at the 21st tournament applies here in my opinion.

master-roshi defeats yamcha easily at the end & he starts-off that way against kuririn

same here

What? They probably started-off a-bit even, until they both got serious and then Tenshinhan held a slight advantage.

They both fought pretty evenly at the beginning until Roshi used the Zanzoken and was kicked away by Tenshinhan. After this, Roshi said "looks like I have to get serious..." and took off his shirt. The way I see it:

Roshi (serious) ~ Tenshinhan (vs Roshi) >= Roshi (not so serious).

There's no line indicating Tenshinhan got more serious, only that Roshi did.

He did. I swear he did. I remember it, meng. I do. Please believe me. IIRC, Tenshinhan kept the advantage through-put the fight from then on, still. On-top of that he calls him amazing. :cage2 :cage2 :cage2

Yeah, I think Tenshinhan got more serious too, despite it doesn't being stated. Before Roshi got serious he was almost, almost equal to Tenshinhan. If Roshi got serious, that is, increased his powers, I'd say Tenshinhan had to increase his powers too in order to keep up with serious Roshi.

Where would you fit Tsuru on this chain?

Probably in between the 2 different powers of Tenshinhan. If not at worst maybe slightly inferior to Tenshinhan (defeating Yamcha).
