SSB Vegetto being nearly as strong as Beerus himself isn't as unbelievable as it may seem. In fact, it's overkill for were he should be at. If we go by the Daizenshuus multiplier for the Potara fusion were it's the user x user then there's no way Vegetto would even be over half of Beerus's power without Kaio Ken.

So, basically the manga technically wanked Vegetto.

To me, it made sense for Hakaishins to be that strong since they should be the strongest in their each universe and its their job to balance the life of it which made them a true god unlike the Kaioshins and Kaiohs who are freaking weakling lol.

It doesn't even make sense with the story: Beerus spared the earthlings because Goku was powerful enough to give him a good fight. The retcons raises one question now: what was the point ?

Anime or manga? And maybe the time he used a lot of power was when those shockwaves was about to strong enough to destroy the universe which Beerus prevented it. But yeah, later it was retcon along with that 10% line thing.

Well, there was literally dozens of way to make a longer storytelling without doing a nonsensical retcon. Beerus could have just trained to prevent Goku from surpassing him. But no, AT just had him sleep around and still be 100x aheads of Goku with no reason.
