Doesn't have to be, it's implied. There is a very specific reason why he had to transform into a Super Saiyan pronto, nothing supports the alternative.

The reason was to make a fool out of Buu to Buu absorb him instead of taking chances on base. PERIOD.

Vegetto transforming in SSJ right off the bat shows me he could not win while in base. I also don't see a need to have Vegetto like 50x stronger than Boohan, I think a 2x gap is enough. Only my opinion though.

Vegetto seems to think that Gohan Boo will give him more trouble even after turning SSJ, making it look like he thought Boo was holding back initially. He also said that he wasn't using his full lower, meaning that he wasn't full power in Base prior to transforming, so it's tough to say how much more power he could have used.

My opinion of base Vegetto's strength changes constantly, but the highest I'd be willing to place him is equal to SS3 Gogeta, so Gohan-Boo wins easily regardless.

He had to transform, so he's obviously implied to be weaker.

Trying to determine anything beyond that is conjecture.

The anime holds no precedence here.

He transformed because his Base form wasn't strong enough.

So we know 'Boohan > Vegetto Base'.

Because he transformed for any sort of reason does not take from the fact that he's still too weak to go up against Gohan-Boo. Because Super Saiyan multipliers shouldn't change for fusions and because the gap between them is smaller than the gap between 1rst form freeza and nail (So it's roughly 8x), if we work backwards, Vegetto winds up multifolds weaker than Boohan in Base.

He isn't forced to transform or anything. There's nothing in the text to say he was or wasn't strong enough in base.

Sure you can assume that's why, but that's all it is an assumption.

Vegito transformed because he needed to save everyone from Buu. That's why he was toying around instead of finishing the battle like Elder Kaioshin asked him to. Why fight Buu on base and take a chance? That's why he transformed. He doesn't need to be weaker than Buu on base.

Well the implications lie more heavily with the logic that he wasn't strong enough to go up against Super Boo in his Base form, as opposed to the contrary -otherwise there would have been no reason to transform at all, so I'll stick with that, rather than making things up just for the sake of it.

There is no implication, no statement about Base Vegito being too weak to go up against Gohan-Buu. In fact, Gohan-Buu's shocked face when he appears seems to suggest that Base Vegito is at least not to be understimated in a fight.
