Well the implications lie more heavily with the logic that he wasn't strong enough to go up against Super Boo in his Base form, as opposed to the contrary -otherwise there would have been no reason to transform at all, so I'll stick with that, rather than making things up just for the sake of it.

There is no implication, no statement about Base Vegito being too weak to go up against Gohan-Buu. In fact, Gohan-Buu's shocked face when he appears seems to suggest that Base Vegito is at least not to be understimated in a fight.

But later when Vegetto transformed, Gohan-Boo was smiling at him.

I think Boohan's face at base Vegetto is debunked by simple going a couple panels after.
