CC do you think Base Vegeta > Ultimate Gohan? Because even in DBS, Gokhan > Vegetto if you think about it.

No, however, it's heavily implied that SS3 Goku >> SS2 Vegeta > Ultimate Gohan in DBS. If the fusion takes into account the fighter's peak power rather than their base power, then Vegetto > Gokhan could be so. If we assume Goku was taking into account Potara in his fusion statement, it is worth noting that he didn't think about fusing with Gohan.

How could Potara take into account a fighters top power? Wouldn't they been fusing in Base? Doesn't that make their other forms irrelevant considering Gotenks ability to surpass Super Saiyan while the fusees couldn't?

Why exclude him in the conversation where earlier Old Kaioshin explained Goku and Vegeta are two of the three masters, and the third presumably would be Gohan?
