Yep. He had an aura so it couldn't have been Complete Blue.

If Goku was capable of it immediately after defusing, then Vegetto would obviously be capable as well. Not to mention it's strongly suggested that the SSJB Gogeta that stomped Broly was CSSJB in the manga.

There's no reason to think Vegetto couldn't do it. He's got the combined intelligence of Goku and Vegeta, after all, one of which was able to get it almost perfected on the first try, the other of which did do it on his first try (after seeing someone else do it, admittedly).

Yes and it wasn't necessary.

It was the most surefire and reliable way at the time. Trying to use an unstable version of Complete Blue was too much of a risk IMO.
