Was Beerus' power retconned throughout Dragon Ball Super?

We do have him initially saying he used 10% or so against Rage Vegeta:

Minute: 10
Context: After Beerus defeats angry Vegeta
Beerus: "It's been a long time since I've used 10% or so of my full strength. Well, this was more fun than with that Saiyan over at North Kaio's place."

But we also do know 10% Beerus is way above rage Vegeta, since he withstood his attacks without any injuries and just one-shotted him afterwards.

Yeah it is perfectly possible Beerus used a higher % of his power against Vegeta than was necessary.

The problem with this scale is Goku acquiring the SSJB (a transformation considerably more powerful than God), getting his Blue form stronger in the RoSaT, stacking a 10x multiplier on top of that and still being, apparently, weaker than Beerus.

Nobody ever stated or implied that Ssb kaioken was weaker than beerus. Ssb Goku is weaker than beerus. His technique is not.

Even speaking from a PL list standpoint which doesn't invalidate the authors word, gokus progress can fit in that scale just fine.

No it doesn't. It just confirms that complete Blue is significantly above regular Blue but nowhere near multifold since ssjg Goku was 60% of beerus.
