Yeah that seems likely. Why'd you think though he'd give birth to Cell Jr.s barely on-par with Vegeta & Trunks, though? Did he under-estimate them?

The Cell Jrs. were not playing around with Piccolo. They were all-out against him. It's just that he was much, much stronger than the fodder they were knocking around(Tired Goku, Tien, Krillin and Yamcha) and likely on par with 50% FPSSj Goku.

Quite possibly. In fairness to Cell he hadn't seen Vegeta or Trunks' new powers yet, and clearly had no idea based on this quote:

Context: after Goku says there’s other people to fight Cell besides him
Cell: “It’s the same thing. Vegeta and Trunks may have raised their power, but they should still be inferior to you…”

He could have been planning on them being closer to Goku than they ended up being.

Not well above if you have Trunks > 50% Goku imo.
