Were the Cell Jr.s playing-around against Vegeta & Trunks?

Then why would he enter to the ROSAT if he can't surpass Semi Cell? That doesn't make sense at all especially whenever Piccolo trains, he always reach his expectation.

Just look at his goal, if he can't surpass Semi Cell then what's the point of him entering the ROSAT? The way he said it implies that he need to train in ROSAT to reach that level or surpass it.

Why would Vegeta intend to surpass Piccolo? Piccolo's got nothing to do with the rivalry between him and Goku.
Also, Piccolo is equal to 50% Goku, not more powerful imho.

We never actually see the two interact before the Cell Games, so it's possible that Vegeta didn't know about Piccolo's strength until then.

Maybe, but if Piccolo had indeed reached a level close to 50% Goku or even surpassed it wouldn't that have been a good opportunity to show that? He wasn't considered relevant enough to do so.

I mean an interaction between the two of them after Piccolo leaves the RoSaT, if Piccolo had been as relevant as 50% Goku they surely could have given us a hint.

The fact that he's never shown being badly eaten up by the Cell Jrs. If you notice, all panels of the Cell Jrs fight are Goku, Yamcha, Krillin and Tien having their asses handed to them, but Piccolo is never shown, even once, being badly stomped like them. Also, there is a panel in the beginning of the fight where Piccolo is shown successfully punching his Cell Jr ike Vegeta and Trunks in the background:

There's also Trunks being surprised at Goku saying Piccolo was useless against Cell.

He was most likely being surprised by Goku's bluntness. He didn't even say something like "Even Piccolo is useless?!?!?!". Which would have helped this point much more.
