In the case of Ultimate form, I think it is fair to assume that is greater than of SSj God, but smaller than SSj Blue as Gohan has a similar power level to Goku (when both are in the same form), but ultimately weaker than SSj Blue. Although, in Super Hero, the multiplier is clearly greater as Gohan was out of shape and still his Ultimate turned out to be stronger than the Gammas who were above himself & 17 during the TOP.
In the case of Golden form, it should be greater (in relation to his Final Form) than it is the multiplier in between base and SSj Blue given that in FNF, Goku's base was equal or slightly ahead of Frieza (although they likely have the same strength as Goku realized he can't defeat him had they continued like that) and in Golden form he was somewhat ahead of SSjB Goku before being drained. I also personally consider that his fight against Dyspo in his final form is PIS (plot inducted stupidity) or can be taken as the same as base Goku vs Hit in episode 38.
But, how would it look numerically? This is anime only.
