So Vegeta used less than 10% of Blue's ''usual power'' as Whis calls it.

It would explain how Vegeta was able to own Black by using Blue in bursts and CSSB Goku holding his own against Merged Zamasu who was only implied to be able to fight at FP continuously.

Yeah, I also find a problem in the low Super Saiyan multipliers, in that Goku said that Initial SSJ2 Trunks (who's stated to be slightly stronger than Goku in equal form) was only stronger than Cell Games Gohan. This would be impossible with a 2-5x multiplier.

That statement could've been a Ginyu > Vegeta situation though. Goku trained for years after the boo arc where he was already superior to that Gohan, and Whis trained him for over a year during that time.
