Goku Black is basically Zamasu from Trunks Timeline, and the Green Zamasu we see in the future is from a Timeline similar to the main timeline that wished to become Immortal with Super Dragon Ball's like current Zamasu will do next episode. He isn't Cell. Black has a hatred for mortals and sees them as mistakes that should be disposed of for the good of the universe. Cell is overall indifferent towards other life forms and sees destroying them as more for personal gain, as he can care less about the good of the universe as he outright stated that he doesn't even want to rule anything he just wants to keep fighting strong opponents and destroy shit.

Their theory was that he was a copy/fake of Goku, but the preview implied that wasn't the case.

Maybe it's Goku from an alternate-universe, but then why does he talk about Saiyans as if he wasn't a Saiyan himself?

Yeah he has to be a corrupted Goku of some sort since the present Zamasu didn't deny wanting to make an evil goku/copy of Goku. Even if he isn't a copy, he's definitely some kind of fusion of (future) Galu with Zamasu's powa or something
