Why do people say God Enel was above Luffy?

Outside of Haki which I give him, Luffy seemed more powerful when they were one-on-one without any devil-fruit powers.

Luffy was definitely above Enel. Enel was untouchable due to his Haki and then his devil fruit is among the most powerful in the series. He wasn't much without either of those two things.

Enel fucks up way more characters in the OP universe at that point than Skypeia Luffy does. Still true even if you take away his logia invulnerability (assuming he makes more effort to actually avoid attacks) - for example he still one-shots the likes of Sanji, Zoro and Wiper, which Luffy could never do. If you take away his DF attacks (so he only uses an unheated spear) but not his movement then who knows, he probably beats most who Luffy can beat, since he had the upper hand against Luffy still for most of the fight and against some faster opponents he probably still slowly beats or stalemates them since he can't hit them, but they can't hit him either because he always dodges, but they would be more open than him since he can see their attacks coming and counter, plus they'll get more tired than him probably, since they're reacting later than he is. Without any DF powers at all (so just haki), idgaf. Without haki or DF he probably sucks, but taking away his DF and haki is pretty unfair since his whole style would have evolved to be different, unless he's crazy.

Enel didn't really play it smart, he should've destroyed the island as soon as Luffy revealed he was immune to his abilities, thereby sinking Luffy. That and he didn't just proceed with his plans after he made Luffy fall off and got distracted by Nami. Honestly the fight (like most of Fagpiea) was very boring, we knew Enel was toast as soon as his abilities were revealed to be directly useless against Luffy and Luffy'd never lost before anyways at this point other than in flashbacks

It's weird that Enel had such power and fucking knew everyone's locations... he could have killed all of them outside of Luffy if he concentrated a little more. Nami escaping with Usopp from there was bogus when he could easily track them and launch a powerful attack, which KO'd Sanji for a while. Oda gave him too much power only to stupidly find a way for the SWs to succeed. Skypiea had good story, good background and connection but far too many convenient things when it came to the battle.

They should've just made all the StrawHats be needed to defeat Enel rather than Luffy winning because of his muhwillpower and invulnerability. Enel's speed and reactions should've realistically still given him the win against Luffy just like Crocodile had no business losing just because water solidified him (and lol, the nigga didn't account for blood acting as liquid when he's been fighting on the Grand Line for like 20 years? Fuck off).

It seems when Luffy hits the opponents once and get a way around their abilities, they lose their cool and their shit and don't focus on the fight anymore. But I was moreso speaking outside of Luffy. Enel had the power to erase everyone there easily. Either he's too incompetent or didn't give a fuck after some time.

Without his immunity to Enel's devil fruit luffy would be completely fried at the start of the fight.

Luffy has always had amazing physical strength
