Why don't fusions seem to use any "in-between" forms?

Gotenks "skipped" SSJ2 to go ahead and battle in Super Saiyan 3. The non-canon version of Gogeta was only ever seen in SSJ and SSJ4. Vegetto never used any of the forms between SSJ1 and Blue, and canon Gogeta also skipped all the forms between regular SSJ and Blue. Why do you think this is the case?

1. I think because maybe KidTrunks/KidGoten never achieved AscendedSaiyan (SS2)
It seems as if G4 is needed to reach AscendedSaiyan (SS2) in Universe 7 DragonBall Z.
Maybe different now but then I think gaining complete control & a rational state of mind making them vulnerable to become enraged like triggering SuperSaiyan, so they can achieve AscendedSaiyan (SS2).

In short a SuperSaiyan has to become enraged to Transform into the next level form.

2. I also Gotenks, Gogeta, Vegetto, going from SuperSaiyan to SuperSaiyan 3, 4 or SuperSaiyan Blue is due to those forms were needed for defeating an enemy.

That's just headcanon. Toriyama stated that Super Saiyan 2 and 3 were further power ups of SSJ1, so they probably stack on top of each other similar to the grade forms (SSJg2 and grade 3).

Well, Toriyama already had Goku dick around in base/SSJ even after watching Vegeta get overpowered in God form. It seems Toriyama just had Gogeta skip all the forms before Blue to save the movie's run time, while Vegetto going straight to Blue seems to have been Vegetto attempting to generate as much power as possible to counter Zamasu's immortality.

Probably a mix of pacing issues and also only focusing on the transformations that had the most influence during the time those fusions occurred.

It most likely comes down to what was necessary at the time. Gotenks and Trunks were planning on saving SS3 as the grand finale to their fight and busted it out once it seemed necessary. Movie 12 Gogeta didn't seem to want messing around which is why he started in a form capable of destroying Janemba and his GT fusees were already in SS4 at the time, with powering down from that being unnecessary effort and Vegeta implies nothing short of SS4 fusion could defeat Super Yi Xing Long. Vegetto didn't expect himself to tool Boo as bad as he did, so using higher forms would just be unnecessary and disappointing to him. Against Zamasu, he wanted to not provide any risk of Zamasu regenerating and attempted to destroy him completely with his full power. With DBS Gogeta, he probably went straight from SSJ to Blue when sensing how great Broly's increase in power was.

Power ups yes but also classified as a Transformation.
If AscendedSaiyan (SS2) was just a power then Vegeta wouldn't have it as he doesn't care for mere buffs.

Also them being a power ups doesn't dismiss there being a required trigger for AscendedSaiyan (SS2) which was shown from Teen Gohan.

Pretty much plot then.
Are you wanting to look at it more from inside or outside the Universe?
