Will the Gorosei be top tiers?

With one of the Gorosei personally going to Egghead, does that lend credence to the idea that they will be top tiers? He is heading there with an Admiral and a full fleet, but there is a Yonko crew currently there and possibly more will appear. What do you think?

Hope not. I liked that the idea that the most powerful people aren't the strongest fighters. Although if they aren't super strong how are they maintaining their authority? Could be with an ancient weapon. Or tbf I guess nobody will go against them because they'll be killed by the other strong WG fighters who are happy to show their loyalty to get a promotion. Could be a religious or nationalism (pride in the world government) aspect to it.
