I believe Part II takes antagonizing the World Government and the villains in general too far. You have some of that in the CP9 Saga and the Whitebeard War Saga, but they still don’t take it overboard like Part II does.

This is one reason why I miss the simple moments in the East Blue Saga and the light hearted adventures in the Baroque Works Saga and the Skypiea Saga so much in comparison.
