Initial: Not even 2x. I Cell was still inferior to Vegeta, who i don't see twice stronger than Semi Cell.

Vs Vegeta/Trunks: 4-5x. Vegeta went from bleeding from Cell's punch to barely budging Cell's head with a flying kick. No power up was noticed against Trunks.

Vs Goku: About 13 to 15x. Cell went from fighting evenly with Warm up Goku (Who was << 50% Goku) to a step or two above FP Goku.

Vs Gohan: About 22x. Although Cell only increased his speed, the Boo Arc does put a hell of a chain between Goku and Gohan with a badly rusty Gohan still being above his father.

Full Power: About 57x. Cell was close enough to at least budge Gohan's head, a feat i doubt any SSJ could do.

Scar wins. Whilst he's a glass cannon and would be done in by a few good hits, he's also far faster than Bora would be and has enough power to keep him at bay until Bora starts to tire.

I have Perfect Cell (FP) more than twice as powerful as Goku SSJ (CG), therefore, Cell wins.
