Chichi's power can be interpreted in many different ways depending on how you take her fight with Goku. At the low-end, both could have Multi-City Block level power, in which case Temari wins due to vastly superior speed and techniques. On the high end, Chichi could be Town or Small City level, in which case she oneshots. Anime Chichi definitely oneshots due to Piccolo implying that she was on Daimao tier.

Piccolo has vastly powered up, so I can see him defeat Semi-Perfect Cell, though I still don't see him defeat Vegeta or Trunks.

Boo Arc Tenshithands' Shin Kikoho VS FP 2nd form Cell

Boo acknowledged that Tien was quite a master, probably based on him deflecting his finger beam (though you could say that it was meant for Dende and Mister Satan), so I guess that he was improved quite a lot, enough to at least damage 2nd form Cell.

Cooler 5th form VS LSSJ Broly VS SSJ4 Goku in badass design.

Tien admitted that there's nothing he could do against Imperfect Cell, and there isn't anything concrete that suggests Tien obtained much greater power from that point to the Buu Arc, so he would fail.

As for Keedounan's matchup, I answered this a couple of pages back:

Super Saiyan 4 Goku for me. The integration of Oozaru features to that of the compact Super Saiyan form allowed for a distinctive and more intimidating SSJ form than the prior ones. LSSJ Broly is basically USSJ Trunks 2.0 in terms of design, whereas Cooler's 5th form is menacing yet unique compared to the rest of the Cold family and DB characters in general, so Cooler takes 2nd place here.
