Probably Golden Freeza. Jiren didn't seem to completely blow his load until he went beyond his limits and comparing their onscreen battles and correlating them with how fast they should be, Golden Freeza VS SSJ Galu would probably be far shorter than their Namek battle.

This may have been a challenging match for Tao Pai Pai without the infinite energy, but with it his skill is enough to easily win. #17's only advantage is in hearing, something that won't be that useful in a direct conflict, and the Super Dodonpa has more of an amp than any of #17's attacks.

Not only is Tao Pai Pai likely stronger than Kenshin via scaling from oneshotting Blue, but he's far faster than anyone in the Kenshinverse. With speed equalised, Tao Pai Pai wins with mid to high-diff and stomps if it's not.
