Hard to say as I honestly have no clue how 23rd TB Goku should compare to BoZ Goku. I'll say Vegeta wins because Goku's gap over Vegeta (if there is one) would be minimal at best and he would have to deal with the strain of unmastered Super Saiyan.

SS Goku (22nd TB) vs. Mr. Popo (Kami-sama if Popo loses)

The fact that Popo needed to evade Goku's Oozaru chop/punch tells me he isn't 50x 22nd Goku.

Honestly not sure about Kami, but I'd bank on him.

Piccolo one-shots. Tenshinhan hadn't surpassed Kami by Z and Goku/Piccolo >> Kami so they should probably be somewhere in the mid-late 300's going by scouter numbers.

Tailless Goku (BODB) vs Orin Temple Bully

I still have tailess goku a bit above yamcha who i have above the bullies. So i would say goku wins. If goku is imbalanced enough to keep falling the bullies would win.

I'll hand this to Kaioshin off the top of my head. I usually like to out him around mid to low SSJ range, but I think between his techniques and overall knowlage, he can pull this one out.
