I'd say Usopp due to actually having hax that can allow him to beat stronger opponents instead of surviving literally everything (which most OP characters already do anyways). I'd also consider Usopp a more tricky fighter, although if having access to his gag durability, Satan tanks everything and wins.

Depends which version of Mewtwo. All versions of him have far greater speed than Goku, unless taking into account the Moon feat as not being an outlier, so even Base Mewtwo has a chance to win via Psychic manipulation. Shadow Mewtwo and Super Mystery Dungeon Mewtwo oneshot, given they both have Large Planet level feats and speed to compete with Boo Arc top tiers.
