I don't think Daimaoh was around that long before Muitato sealed him away.
I guess for much of the time Daimaoh was stuck in that rice cooker, Kami kept up his training. But Piccolo says that Kami neglected his training during the 23rd Budoukai, so Kami had to have stopped at some point.

There was too much distance between them for him to physically push her. Punching the air was the quickest way of ringing her out.

That doesn't mean the attack is stronger than a chop; it barely even qualifies as an attack, if at all. If Chichi was actually hurt by the shockwave itself, then you'd have a point.
Just because an attack is flashier doesn't make it stronger, or has more effort put behind it. He wanted to end the match without touching her.
If anything, the effort only came from holding back to just the right strength so as not to knock Chee Chee out.
Actually nah lol, Gokuu purposefully held back on the shockwave fist specifically so it wouldn't knock Chichi out. The shockwave itself didn't hurt Chichi; it was just her head hitting a wall that did.
If he really felt like it, he could've knocked her out with it. So, it's still up in the air...
Because Gokek's shockwave fist is obviously stronger than the chop he used on Chopper. Chee Chee wasn't knocked out by the shockwave fist, so she's pretty clearly above Chopper. Her moves were nothing special, though.
