So the anime came out before most of the manga chapters did, which is why some stuff is different from the manga. I guess the author just gave the anime staff rough plot outlines like Toriyama do with Super, and he decided to do things differently for the manga

The 1998 anime didn't have much filler. It just rearranges the order of events, changes a couple of details, and leaves some stuff out so the series could finish in 26 episodes. The manga's plot isn't that different from what I can tell.
They don't know how much Gokuu has gotten stronger. They were flabbergasted by his strength three years ago, and the thought of him far exceeding that is hard for them to believe.

The series was never anything special, though. The manga is carried by Murata's artwork, and the first season was carried by Madhouse's animation. Such talent is wasted on this franchise.
