I think OG73-I must be inferior to Piccolo (Pre training with Gohan), otherwise why would he have bothered to copy Piccolo's powers, if he had been weaker than him? I think maybe OG73-I (Moro / Post Kamehameha) should have the combined power of the Kamehameha + his power.

Anyway, I think Piccolo surpassed Android #17 in the Finale of the Moro Arc. Piccolo seemed to be in the same league as Gohan. While Android #17 seemed to be in a lower league.
