Maybe Roshi, through training as a hermit for decades, and Piccolo, because of being partly god, could transcend spacetime with their minds.

Or because he had fought Piccolo and didn't expect Vegeta would be a Super Saiyan. But Trunks wasn't showing his power at that moment.

Stuff such as the facts that Trunks got taller or his hair grew longer was not stuff Cell had a reason to focus on. For the same reason, when he met him again, after ROSAT training, he didn't make any comments on the difference in Trunks's height and hair length.
