Well put it this way, Gotenks thinks he can take out Majin Buu, there’s no way he could think that if he wasn’t able to easily handle someone like Majin Vegeta. base Gotenks Post already surpasses Super Saiyan 3 Goku, no reason his Pre Rosat power can’t surpass Super Saiyan 2 Goku.

I’ve been able to get away with a 2.5x boost that’s worked pretty well so far. The only issue I see is that Post Zeta Ssj Gohan ends up on par with his previous Super Saiyan 2 power. That feels off. But so far so good.

You don't dictate Goku's worldview. Super Saiyan 2 is required to defeat Perfect Cell's full power. Goku agrees with Vegeta that Vegeta can defeat Dabura easily, but he's shocked that Vegeta has Super Saiyan 2. The writing is on the wall, you must read between the lines.

Dabura is comparable to the Cell that was a step or two ahead of Goku. That’s the only Cell that works with the narrative.
