Badibi and Dabura don't understand how the powers relate to the Buu Meter. Gohan vs Dabura ends up moving the meter up about what should be 10% of Gohan's SSJ2 power, proving numerically that Gohan is indeed a Super Saiyan 2 against Dabura.
