I don't think the CP9 fights were this short though. I think the Nami vs Kalifa fight alone was 4+ chapters at least. With the Tobbi Roppo it just felt like they were created to give the less relevant straw hats a 1v1 they never got post-timeskip and call it a day. That's not bad in itself but...

There is linear progression for some CoA abilities, but not all. Internal Destruction is an extension of Barrier Haki, but not hardening.

If this is true, then It's best to think of Haki as a skill tree rather than a linear progression. For example, Sanji might learn advanced Kenbunshoku Haki but it doesn't necessarily need to be Future Sight.
