Beerus has to be around Ultra Instinct level since Jiren is stronger than Belmond and Beerus isn't in another world compared to the other GoDs. Beerus is a moving goal post, which was more or less confirmed when he said his potential is limitless due to his mind always being on destruction...

Zamasu didn't fight almost at the same level as SSJ2 Goku. Zamasu was on the defensive the whole fight, shitting himself about how powerful Goku was before getting his ass handed to him. SSJ2 Goku vs Black...now that was an even fight.

All of the psychic techniques we have seen have had a set power limit, so it stands to reason Guldo's would. Guldo was also surprised he had to resort to it, implying he doesn't use it a lot and they have undoubtedly fought some pretty tough opponents, like I don't see him being on the ginyu...

Merus was stated to had been using angel power. Not to mention Moro copies at the exact same power so it wouldn't make sense for Moro to have a form that Merus himself didn't use.

I agree. The Buff form was a really useless transformation anyway, you can delete it from canon and nothing would change.

My main issue with 17 being Blue Tier is that he was struggling with Dyspo, who in the manga has no Blue level feats.

Imo: Blue Goku/Vegeta/Freeza/Toppo >= LSSJ Kale (Post Power Ups) > Hit > 17

I think FP Blue Goku and Golden Freeza would be a little bit stronger than Kale. She's a threat to them but not stronger, Kefla is definitely stronger though.

Manga scaling, who wins?

I don't see why Kuririn wouldn't get the same Weighted clothing boosting Goku and Piccolo got, so he wins mid-high diff.
