I doubt Future Vegeta was as strong as Goku. Goku had a big lead on Vegeta back in Namek and Yardrat, and Vegeta likely lost his motivation to train intensely and get stronger after Goku died, like what happened at the end of the Cell Games.

I don't think Roshi really mastered his max power form until Super, hence why he never uses it in battle just to blow stuff up. But yes if Roshi shoots a max power KHH straight away and Tao tries to tank it, it would be bad for him.
