After the filler scene where Gohan and Buutenks spar evenly for a while (before Buutenks starts stomping Gohan), they both admitted they had been warming up until then (that line was removed from the English dub). Obviously, the warm-up power Gohan used against Buutenks was the same power he had...
In the anime, why do you think Gohan and Buutenks were fighting evenly in the beginning? Do you think that Buutenks was just toying in the beginning, or did his mind games turn the tide?
Rules: 1)Every transformation is a fixed number, which means that all Saiyans who are in the same form have the same power (e.g. all Super Saiyans have 150mil, all Ascended Super Saiyans have 750mil etc.) Fusions are excluded from that rule.

According to that theory, at Korin's tower, Goku powered up halfway into his SSJ boost. Something like that....
