Because now that Gohan is dead (in Cell's mind), he has to get the 2nd best option to fight. He acknowledges that Goku wasn't that wrong on what he said, but Gohan can't defeat him (likely refering to his hidden power level).

Buu had his hands full with just Gohan alone. Considering Goku's strain he wouldn't last long against Buu for that to matter, though, and no matter what he could think or do with that much stamina disadvantage as shown with Fat Buu & Kid Buu so it would just relies on Gohan vs Buu all over again...
The kids made 18 get scary which only make sense if they were stronger, I have the base kids already on Future Androids' level so even on that form they are able to defeat the likes of Freeza without any difficulty.
