Oda was always gonna save him for last but the series ended surpassing the original 5 year stretch so much he’s become an afterthought now. If we read the post-Ennies Lobby reveals Garp clearly puts Dragon at a pedestal above even the Yonko.

This chick is roughly as strong as Zoro. She stalled Kaido for a decent amount of time and she is a confirmed advanced Haoshoku user. It just doesn’t make sense for Helmeppo who unlocked advanced Haoshoku at Hachinosu would be any weaker than them.
