The Viz line leaves more room for interpretation, but the Strength Checker's wording of "how about I go all-out, in speed at least?" clearly indicates that he's singling out his speed from his power. If he's going all out "in speed, at least" then there's some aspect(s) in which he's not going...

It’s something like, Cell’s a 100 to Goku’s 80 but he’s holding back and using 90. Against Gohan he keeps fighting at 90 until he’s forced to use 100 speed (going “all out” in speed “at least”).

Also, I know you like to give Goku and Vegeta the same amp in the early arcs these days, but it makes complete sense to me that Goku would be better at it.

I don't think I can see eye to eye with anyone dismissing Goku's and Piccolo's stated BoZ levels. The other BoZ levels being bad isn't a good enough reason to me.

There can certainly be cases in shounen manga in which a character really shouldn't have access to the information needed to make a power statement (hence bad writing), but there are others in which it's reasonable to surmise that they were just told something off-screen. For example, Trunks...
