The narrator clearly stated that the Kaioken doubles Goku's power, so why assume there's a Kaioken multiplying Goku's level by 1.5x? If it's to fit better Vegeta's power up, you can do it with Vegeta being above 18k, due to those implications.

Because I feel AT clearly makes this suggestion...

Vegeta FP > KKx2 Goku > Vegeta Initial > Kaioken Goku

Whether he tries to correct himself or not is irrelevant, that is definitely suggested. Goku is shocked that KKx2 isn't effective, yet if it wasn't effective against Initial Vegeta, why would he think it would work against a Powered Up Vegeta/

I don't mind the Kaio-Ken being 1.5x in the Saiyan arc and later changed to 2x.

Goku just said he couldn't keep up with Vegeta's power, not even with Kaio-Ken times two. He is merely affirming it. I don't see it as a "what? My Kaioken x2 didn't work!!". He is just telling us how Vegeta's power is amazing, whereas before he could keep up somewhat with Kaioken x2 and now he can't.

Kaioken Goku was able to surprise Vegeta with his speed, land a good combo, but once Vegeta got his bearings, he gained a significant advantage.

How would you do that in level?

Vegeta (Full Power) 18,500
Vegeta (Initial) 17,500
Goku (KKx2) 16,100
