That's a tough decision, they're both trash. However, while Three King's arc was a rushed mess, which ended in a disappointing tournament arc... The Three Kings arc wasn't entirely bad. Some of the characters introduced in the arc were decently interesting, the content added wasn't damaging to the characters, it added to Yusuke, Kurama, and Hiei's characters. This makes it not completely worthless.
However, the election arc doesn't have any of that, the election arc was flat out detrimental to the characters. The election arc had Alluka. Alluka is terrible, she is flat out a detriment to Killua's character. The entire arc of Killua before that point was gaining friends, becoming a better person from the people he meets, and choosing his own life from that of an assassin. He also states in an episode that Gon is his first friend. Alluka single handedly ruins all of that, because she was revealed to be Killua's secret super best friend sister, that he had just so happened to forget. She also reduces Killua to nothing more than a boring big caring brother esq type of character, before that point Killua served an interesting role of Gon's rival, and closest friend deeply caring about him too. She's also completely overpowered, considering not only can she grant wishes, but because she loves Killua so much, she grants it for free. This laughable reveal means that there is quite literally no way any future story can be done with Alluka as she will break any story she appears in from here on out.
Her entire existence is a detriment to the entire story. She also proves that Hunter x Hunter at the end of the day, despite the fan boys cries, is not above stooping to the lowest of the low Shonens and completely reversing consequences, like she did with Gon.
