How strong do you think they are? Do you think an exaggeration to have base Goku and Vegeta approaching Perfect Cell tier?

How can the normal Saiyans get even near Cell, if even their Super-Saiyan forms are near-factually lower than him? They didn't surpass Cell Saga Gohan by that much and every regular Super-Saiyan at the Cell-Games'd have been hopeless against Full-Power Cell.

It absolutely is.
Even disregarding that one certain statement from the new material, Freeza is still somewhat used as a measuring stick for Boo's strength and Goku still considers it '' amazin' '' for Boo to able to kill the Kaioshins, who could kill Freeza in one hit.
Beyond that, there is Future Trunks still requiring to use Super Saiyan to beat the androids and Cell and Android 18 being stronger than Base form Goten and Trunks, who are relevant to the adult Super Saiyans.

Akira Toriyama (aka God) has already stated that Base Saiyans are weaker then Freeza.

Arguing anything but is only a reflection of your personal cannon and not reflective of the events that actually occurred in Dragonball.

The word of gods forces you to re-evaluate your notions of what you think you know. Not doing so shows ignorance and arrogance and disrespect for the authority that Toriyama has. His movies were incredibly consistent with the Manga (albeit there were a few inconsistencies, but the Manga has a shit-load as well so this isn't even a good argument), and there's no reason to disregard his word or authority.

Oh and that's stupid.

a) Gohan stated he'd have a hard time with Kibito.
b) Kaioshin is light years ahead of Kibito under the principal of Base Saiyans being weaker then Freeza.
c) Piccolo already proved himself stronger then anything with a battle power under 120,000,000 during the Android and Cell Games Arc.

Disregarding the illogical ideology that Teen Gohan Base can be somehow stronger then Base Goku, I'm going to have to disagree with you completely.

Gohan is considered the most dangerous on the Earth team before it's even revealed he could transform, and we see clearly see this is the case when Gohan tells Piccolo to back off and let him fight Shisami/Tagoma. All of this is shown and stated in the same exact source you're using for Freeza>Base Saiyans. Stop being a hypocrite.

There's literally no point to overlapping from movie to saga when the same line is said in the saga.
