In the anime they can. In the manga it seems like they need to be in SSJG/Blue form to do it, although that's not much of an excuse to justify the "Galu can't tell how strong Vegeta is in base" bullshit when Galu noted Vegeta lost no power from repeatedly turning Blue against Black in their next fight.

I don’t think it matters whether Goku was aware of Vegeta’s power or not. He wasn’t a part of Trunks/Mai’s conversation and it would’ve been strange for him to turn around and yell “actually Vegeta is only at 60% of his maximum so he wouldn’t get a healing boost!”

I honestly can't think of a good explanation for why Vegeta was so weak despite getting a Senzu. It doesn't seem fitting of Vegeta for him to lose Shouki or some bullshit because of Black suddenly getting a power boost either, since his character has always been about searching out strong opponents and surpassing them. Just Toyotaro being too retarded to choreograph and pan out his fights intelligently.

I think the intent was that a SSJB before the drain is basically just the power of CSSJB. I know Vegeta lost to Black right after eating a Senzu but that’s just Toyo being Toyo.

SSJB Burst Vegeta didn't perform well enough against Black for that to make sense. He was supposedly using the maximum that Blue had to offer but was still close enough to Black that he couldn't overwhelm him immediately. Merged Zamasu then made monumental gains in power as stated by himself + Goku/Vegeta, and CSSJB Goku was equal to him. If regular Blue was that powerful then SSJR Black wouldn't have been capable of keeping up with Vegeta.

Guys, I never said it was consistent. I'm just saying that it was what the story implied. Toyo isn't going to display his narrative on how well Black can take the blows from Vegeta or whatever.

Yeah but he still blocked it with one hand at his initial level. He needed to get serious to oneshot CSSJB Vegeta, plus he had significantly higher difficulty blocking his attacks after he completed Blue.

That contradicts Vados saying she was the most ideal warrior (strongly implying she surpasses Hit at the very least) and Hit had similar feats to PSSJB Goku, plus PSSJB Goku was shocked at Kale's punches and Kale almost knocked PSSJB Vegeta off. And those Pride Trooper fags said that Kefla's attacks were on a different level than pre-fusion. Seems like she's just lamenting that she's not the center of the universe she thought she was when she was first formed, seeing as she thought she could take Jiren and Goku at once and could only stalemate Gohan.

Speaking of Berserk Kale though, I wonder how her Berserk form differs from Broly's FP/LSSJ form from the Broly movie. It appears that Broly's form is also infused with Oozaru power, but it's unclear if regular SSJ Broly also has Oozaru power since we never saw his iris and pupils.

Maybe, but it didn't seem like Cauliflower was in the same vicinity of the fight after Galu saved Freeza. She definitely could've seen it tho.
