If we are going by what we see in the tournament then yeah. Though Kaioshit's power seems to be retconned later on to be weaker than the Base Saiyans.

Piccolo tried to stop Trunks and warned him that he'll die along with Vegeta if he goes out there. Just because he seen them as SSjin doesn't mean anything since he was shocked to see the kids full power and blown him away. Surpassing Piccolo is not an impressive feat on Boo arc since Piccolo is weaker than Kaioshin who is weaker than the Base Saiyajins and that's another topic anyway.

I think that kaioshin was just impressed that even in base form they were strong. He knew about ssj but not that even without that they can beat anyone below freeza.
